As to learning how to make icons, there's icon_tutorial, starting with its FAQ (http://community.livejournal.com/icon_tutorial/1027451.html), and memories (http://www.livejournal.com/tools/memories.bml?user=icon_tutorial) (including links and resources (http://www.livejournal.com/tools/memories.bml?user=icon_tutorial&keyword=Links+and+Resources&filter=all). On its user page (http://community.livejournal.com/icon_tutorial/profile) there's lists of comms for different programs and resourcces (like brushes, texts and textures).
I've learnt a few nifty tricks from this comm, though I usually just do colour/contrast adjustment and a few filters on my icons (i.e. really basic stuff).
